The PAL Program initiated in 2003, was a collaborative fundraising effort between the Rancho Cucamonga Community Foundation, the Rancho Cucamonga Library Foundation and the City of Rancho Cucamonga to raise funds for the greatly desired future Victoria Gardens Cultural Center.  The campaign raised nearly $6 million over its 7-year effort, and was concluded in 2011, five years following the opening of the Cultural Center in 2006.  The funds raised were dispersed between the two Foundations to continue to provide ongoing support for the programming & operations at the Cultural Center, which houses the Biane Library and Lewis Family Playhouse.  The Community & Arts Foundation has since created an endowment fund to provide continued support of the Cultural Center and programming at the Lewis Family Playhouse.
